Turn on the mode you need for each election. Every mode verifies the voter by OTP before the ballot opens.
Full auto
Voter opens a time-limited link from anywhere, enters their voter number, verifies by OTP, and casts a vote. One vote per person.
Semi auto
Same link, but the voter's phone must be inside a radius set by the commissioner. Outside it, the link asks them to come to the voting area.
Manual
Voter comes in person and casts the vote on the commissioner's device, still verifying their own identity by OTP first.

Consent-based rolls
